Originally, Plumb Beach was part of a small island until the late 1930s when Hog Creek was filled in, linking the beach to the rest of Brooklyn. Since 1972, it has been incorporated into the Gateway National Recreation Area. However, the parking lot and greenway providing primary access to the shore are managed by the New York City Department of Parks and Recreation and the New York City Department of Transportation. The neighborhood falls within Brooklyn Community District 15, although a section of the beach does not belong to any Community District.
During May and June, horseshoe crabs migrate to the beach for mating. Plumb Beach experiences significant beach erosion, particularly during storms that bring large amounts of water up the Rockaway Inlet into Jamaica Bay. In the summer months, the beach becomes a magnet for kiteboarding enthusiasts, drawn by the ideal conditions created by the southerly sea breeze.

In 1907, George Ayen opened a hotel on the island. However, by the time World War I arrived, most of Plumb Island’s residents were squatters. This situation persisted until the devastating 1938 Long Island Express hurricane, which destroyed many of the makeshift shanties. The remaining squatters were subsequently compelled to vacate when construction commenced on the Belt Parkway. Hog Creek, which separated Plumb Island from the mainland, was filled in for this purpose, integrating the island with the mainland.

To recover the government’s investment, Secretary of War William Howard Taft entered into a five-year lease agreement with former Judge Winfield S. Overton in May 1907. Overton, dubbed “the czar of Plumb Island,” established his own private police force to protect his interests and evict squatters who refused to pay rent. He even enlisted Army companies from Fort Hamilton to assist in these evictions, asserting federal jurisdiction over the land.
Overton circumvented state laws by organizing a “carnival” on the island, featuring boxing matches, which were illegal in New York State. On August 15, 1908, around 200 members of the “United States Military Athletic and Sporting Club” attended the event while the Sheepshead Bay precinct of the NYPD watched helplessly. A week later, the crowd swelled even further.
In response to these events, the Department of War revoked Overton’s lease in January 1909 and expelled him from the island. Frank Dotzler was appointed as the new “mayor” of Plumb Island, continuing the practice of treating the land as his personal domain. When Overton attempted to return in May, the 12th Infantry was dispatched to prevent his re-entry, marking the second “invasion” of Plumb Island within a year.

Over the years, Plumb Beach has garnered a reputation as a popular spot for romantic rendezvous and as a location for cruising.
